本ガイドの目的は，半導体デバイスの製造に使用される半導体製造装置が，電磁障害（EMI: electromagnetic interference）に起因する故障なしに，信頼をもって運転することを確実にする手助けのための推奨である。この望ましい特性は「電磁適合性」（EMC: electromagnetic compatibility）として一般に知られている。
